Abstract
The presenter will discuss whether the recent divergence of policies between the US and Europe reflect fundamental structural changes after the end of the cold war, or whether they are a consequence of divergent policies pursued by specific governments and institutions (e.g., the EU) that are more transient and thus can more readily be overcome.
